Error access permissions 127.0.0.1

I am totally new to it. 

I am geting a error after uploading in internet . It is working fine in IIS server. 

error is 

<<<An attempt was made to access a socket in a way forbidden by its access permissions 127.0.0.1 >>>

Mysql server is on my computer 

if i am doing any mistake pls correct me.
