There is any way(app) to make any button that will always show front of the all crome or everything 

in  vb.net or vb6

or please tell any other way to deal with it.

i have a touchscreen,vb.net webpage having link button to google

when i am in F11 full screen mode ,then i click on link button web page that will bring me to google.com but the screen is F11 mode so i don't know how to get back to my webpage without using mouse and key board

You can simply open referral link in popup or new tab so can simply get back to your page without using keyboard or mouse
