How to develop a windows recovery application using windows forms application

i am trying to develop a windows application in vb.net.is there any way to recover the deleted files from the computer,including recycle bin,using this windows applcation i want to recover the deleted files from system using this application.is this possible.if possible means pls give me some ideas and some tutorials or articles...for this
