Microsoft Windows 8 and Visual Studion 2012 License

Could you kindly clarify my doubts ?

1. VS 2012 - Is this a downgradable license? If we purchase this license can we install and use VS 2010 Pro? 2. WinPro 8 - Is this a downgradable license? If we purchase this license can we install and use WinPro 7 ?

As we are working on these specific platforms (older version), we need specific versions, however you have given quote for latest version, hence these clarification is requested.
