Enable setting to set enable 32-bit application in IIS

I would like to enable 32 bit Applications in Application Pool of IIS Server versions IIS 7 and IIS 8

I have IIS Version 7.0.6000.16386 and don't have this setting under Application Pools/Advanced Settings.

How do I gain access to the setting?

I found that article you referred to first but it didn't really answer the question so I submitted a new question.

Here is an uploaded screenshot:

I do not even have the setting to flip the value to True.
