ASP.Net URL Rewrite Problem with external StyleSheets (CSS) and JavaScript (JS) files

I am having a noscript tag in the modified url

localhost:10089/Read.aspx?ID=1&Tittle=hi+All

after url rewrite it became 

localhost:10089/Read/1/hi+All

Every thing is fine as only in read page i have made url rewrite.

I have a markup in my master page

 for css

 <noscript>
        <link rel="stylesheet" href="/css/skel.css" />
        <link rel="stylesheet" href="/css/style.css" />
        <link rel="stylesheet" href="/css/style-desktop.css" />
    </noscript>

now the read page does not display css when it has <noscript>  tag

I do need to pu these tag because than my website aint responsive.
